An investigation by The Associated Press found China’s influence has been remarkably successful in Utah. Strong relationships with Utah officials have been years in the making with China and its U.S.-based advocates. Support from Utah has been expressed in ways that has enhanced the image of China’s government. The investigation involved interviews with dozens of key players, as well as the review of documents, text messages, and emails obtained through public records’ requests. Utah resident, retired FBI counterintelligence agent Frank Montoya, Jr., said Beijing’s success in Utah reveals “how pervasive and persistent China has been in trying to influence America.”
